It is a time to celebrate on December 31st. New Years Eve parties are occurring all around the world to commemorate a New Year. Italians wear red underwear for luck and toss old and unused items from their windows.
In the country of Estonia, some believe that they should eat seven, nine or 12 times on New Years Eve because they are their three lucky numbers. With each meal, that person will gain strength in the year to come. With these meals, some food must be left on the plates for the belief of ancestors and spirits will be coming to visit.
Central and South America also ring in the New Year uniquely. In Argentina people will find bodies of water to swim in. Brazilians will be dressed in white for luck. Venezuela has their own traditions for what they hope for in the New Year. To find love, people wear red underwear, while yellow is for happiness. When making a toast have large currency on hand and it will ensure money. If you see someone walking home with luggage they hope to travel.
The Lunar New Year in January is celebrated in China. Like the other countries in Asia, some Chinese will still celebrate on December 31st. Hong Kong has a Times Square Mall, which is similar to the Time Square in New York City.
Gisborne, New Zealand, is the first large city to see midnight. They celebrate this triumph with large street parties. In more recent years, liquor bans have been enforced in some cities of New Zealand because of chaos in the streets.
Midnight on December 31st, the world will be ringing in the New Year. Common occurrences are alcohol being used for toasts, hopes of luck and fortune and a happy kiss to friends and family. New Years Eve parties will be happening in many countries as they ring in the New Year.

GENEVA， May 27 (Xinhua) -- Palize Mehmett， who has focused on basic public health initiatives in the Xinjiang Uyghur Autonomous Region in western China， was presented with the United Arab Emirates Health Foundation Prize on Friday during a plenary meeting of this year's World Health Assembly.
Over the last 30 years， the female doctor visited 97 counties and cities and some 300 villages to provide critical information on nutrition， breastfeeding and drinking water safety.
Mehmett has also trained thousands of primary health care personnel to use low-cost nutritional interventions.
Her work has had a positive impact on tens of millions of people according to the World Health Organization (WHO)， whose Executive Board designates winners based on recommendations made by the selection panel of each foundation which awards a prize.
The 52-year-old doctor received 20，000 U.S. dollars as recognition for her work.
Three other men and a group comprised of a few dozen healthcare workers also received prizes which are created by or set up in memory of eminent health professionals.

GENEVA, March 23 (Xinhua) -- Syrian government delegation head Bashar Jaafari told press on Wednesday that the government's stance towards a paper submitted by UN mediator Staffan de Mistura will be made clear in the next round of Syrian peace talks in April.
""Today we received a paper from Special Envoy Staffan de Mistura, this paper will be carefully studied after we go back to our capital Damascus and we will respond to it at the beginning of the next round,"" explained Jaafari following a meeting with the special envoy earlier Wednesday.
""As you know and I told you the day before yesterday, our delegation was the first and in fact the only delegation that submitted a working paper in the context of the proximity talks,"" he added.
Though the latest round of talks aiming to broker a political end to the five-year-long conflict which has killed over 250,000 people has been held in a relatively positive atmosphere, much work remains to bridge persisting gaps between sides.
The fate of Syrian President Bashar al-Assad and the issue of political transition are still major sticking points between the Saudi-backed High Negotiations Committee, the umbrella group for Syrian opposition factions, and the Syrian government delegation.
The first phase of proximity negotiations are scheduled to end on March 24, before resuming at the beginning of April.
